If country of delivery or country of invoice is Germany, then always with tax.

A big problem is posed by foreign companies that set up wild combinations:

- Country of delivery Austria, but country of invoice Germany
- Country of invoice Switzerland, but delivery to Germany
- Foreign customer address Austria, with VAT ID number, moved by the trader to the customer group "Trader abroad", but now suddenly orders with invoice and delivery address Germany.

In all these situations you can actually safely add VAT, because even for delivery abroad the trader first has to present an export certificate.

Thus, this script examines whether the country of delivery or the country of invoice is Germany. Then it checks whether the order contains VAT. If not, it will be added compulsorily, regardless of customer group settings, country settings etc.
