Install and set up discount scales

We build in discount scales, if desired also limited to certain customer groups

For example from 100 Euro value of goods 5% discount for traders, from 200 Euro 10% for traders and private persons,
from 1000 Euro 15 discount, but only for regular customers..... etc etc

(only if the module should be related to several, but not to all customer groups)
